The
French Telecommunications Users Association is a non-profit organisation,
founded in 1969 to further the development of telecommunications
in France and to bring together, represent, inform, advise and
assist telecom users.
AFUTT
has two departments :
- one for
business and institutional users, large and small, public and
private (among which are a number of the largest companies
in the country)
- one for
residential users.
Both categories
of users want services corresponding to their needs, a high level
of quality and reliability, prompt, customer-oriented service
and moderate prices.
Subjects
of current interest include effective competition, voice and
data tariffs, quality of service, numbering, with particular
emphasis on mobile GSM cellular telephony, X.Net, convergence
services.
In France,
there is a tradition of user consultation and effective dialog
between user representatives and all parties involved in telecommunications.
On the regulatory
side, AFUTT is participating in fora of the Regulator,
the Autorité de Régulation des Communications Electroniques et des Postes (ARCEP) , which have an influential
role in the evolution and application of laws and regulation,
e.g.:

- Commission
consultative des radiocommunications (CCR)
- Comité consultatif
sur la numérotation (CCN)
It responds
to public consultations of the Secretary of Industry (
Direction Générale des Entreprises), the Regulator and various public administrations.
AFUTT participates
in consultative fora with France Telecom, and responds to questions
from other operators, from equipment manufacturers and service
providers, from the media and consultants. It can help also foreign
operators and regulators, law makers, consultants, etc. to have
a view about user needs and French market.
AFUTT publishes
a Directory of telecommunications equipment, services and suppliers.
For its members, it organizes meetings and conferences on subjects
such as the evolution of mobile telephony, taking advantage of
competition, quality of service and in general on every new issues
regarding telecommunications.
AFUTT expresses
user views to the European Commission, directly and through INTUG.
It is also
a member of the European Telecommunications Standards Institute
(ETSI).
